This cute girl might be some Japanese girl who is on her way to the festival or something like that. Does she happen to resemble any character you know?
I recall having seen a character with a similar hairstyle as her's... short, brown twintails... I think it was a game of some sort with the word "Dragon" on it, but I'm not sure.
